KIM BURKE
Kim serves as the technical expert for the Inflation Reduction Act funded Home Efficiency Rebates (50121) program. In this role, she provides strategy and direction to states as they design and implement their HOMES programs. Prior to joining the DOE, Kim was the Director of Government Energy & Sustainability Programs for Touchstone IQ, a Denver-based consulting firm providing benchmarking and building performance standards compliance software and services to state and local governments across the U.S. Previously, Kim managed the state of Colorado’s building decarbonization portfolio at the Colorado Energy Office overseeing policy development and program implementation for building energy codes, benchmarking, building performance standards, clean energy workforce development, and beneficial electrification. She has an MPA with a concentration in Environmental Policy, Management and Law from the University of Colorado at Denver and a BA in International Relations from Tufts University. She enjoys skiing, mountain biking, and traveling and loves living in the mountains with her husband, daughter, and dog.
