A home energy assessment is the first step to identify simple and affordable energy efficiency upgrades that save energy and utility costs.
Energy Smart Colorado offers low-cost or no-cost home energy assessments for eligible households to identify opportunities to reduce energy use, lower utility bills, and improve home comfort and safety.
Discounted assessments may be available based on income or occupation and are offered to both renters and homeowners living in single-family homes, mobile or manufactured homes, apartments, condos, townhomes, or duplexes. Renters are also eligible, but may need permission from their landlord to participate.
During a home energy assessment, households may receive immediate improvements such as LED bulbs, door weatherstripping, pipe insulation, and water heater blankets. If recommended, households may also qualify for rebates of up to $2,000 for air sealing and insulation improvements, with an additional rebate of up to $2,000 when a cold-climate heat pump is installed in conjunction with weatherization measures.
To learn how to get started, and what to expect during your home visit, visit For Your Home, where you’ll find step-by-step guidance and the enrollment link to schedule your home energy assessment. The enrollment process helps confirm eligibility and connects you to your local Energy Smart Colorado partner, who will schedule your assessment.
Explore the incentives available with the Colorado Energy Savings Navigator
The Colorado Energy Savings Navigator is a free, easy-to-use online tool that helps Coloradans explore available energy rebates, tax credits, and bill payment assistance programs. The Navigator can help estimate potential savings based on location, household information, and planned improvements, and is available in Spanish.
Although the Navigator is a useful planning tool, Energy Smart Colorado recommends working with a local partner to confirm eligibility, program availability, and next steps.

Energy efficiency upgrades do not have to be expensive. Many Energy Smart Colorado partners and utility providers offer rebates and financial support to help offset the cost of these improvements.
Rebates are generally available for completed projects and include support for weatherization, electrification, and high-efficiency equipment. Rather than navigating multiple programs individually, households are encouraged to work with their local Energy Smart Colorado partner, who can help identify available rebates and provide support throughout the rebate application process.
For more information on energy-saving rebates and financial support, visit the Energy Saving Rebates page. This page walks through available programs, provides the rebate application to complete once your project is complete, and allows households to view current rebates available in their community. Households can also use the Colorado Energy Savings Calculator to explore and navigate available incentives.
In addition to local rebates, households in Colorado may qualify for additional incentives that significantly reduce the cost of energy upgrades…
The Colorado Energy Office launched the Home Electrification and Appliance Rebates (HEAR) Program in November 2025. Funded by the Inflation Reduction Act, this program offers rebates that are applied directly at the point of sale by registered contractors to reduce upfront costs for energy efficiency and electrification upgrades in existing single-family homes.
Households with incomes up to 150% of Area Median Income (AMI) may receive rebates covering up to 50% of project costs, with a combined maximum of $14,000 for electrification and weatherization improvements. Households with incomes at or below 80% of AMI may qualify for 100% of eligible costs to be covered. Maximum rebate amounts include:
- Up to $8,000 for cold-climate heat pump systems
- Up to $4,000 for electrical panel upgrades
- Up to $2,500 for electrical wiring
- Up to $1,750 for heat pump water heaters
- Up to $1,600 for insulation, air sealing, and ventilation
- Up to $840 for electric induction stoves, ranges, cooktops, or ovens
All improvements must be installed by registered contractors and meet ENERGY STAR requirements. Rebates are applied directly at the time of installation, reducing the amount households pay upfront.
Colorado also offers state tax credits for ENERGY STAR® certified heat pump technologies, including air-source, ground-source (geothermal), water-source, combined-source, and hybrid heat pumps, as well as heat pump water heaters and other qualifying systems. These incentives are designed to reduce upfront costs for high-efficiency upgrades while supporting long-term energy savings.
Eligible state tax credits are applied as an upfront discount by registered contractors, who also complete and submit all required paperwork to the Colorado Department of Revenue. Customers do not need to file any forms to receive the discount, making the process simple and streamlined.

This page outlines maximum incentive amounts for ENERGY STAR certified upgrades and provides details on Colorado state tax credits and point-of-sale rebates. It also includes tools to help households estimate potential savings and explore incentives available for mobile and manufactured homes, multifamily properties, and renewable energy investments such as solar.
Contractors can also use the Tax Credits & Incentives page to learn how to become a registered contractor, allowing them to offer eligible rebates and tax credits directly to customers and apply incentives as upfront discounts at the time of installation.
